Romany is a macrolanguage, so I have just spoken to the ISO 639-3 Registrar, who told me it is actually a Library of Congress issue. She also told me that it would be difficult to change.
Normally, a name change in the Ethnologue is a fairly simple change to make. But, with macrolanguages it is quite different.
