Yes, the 28 other speakers are located in the CAR.

Sorry, I was just looking at the database, not the website. You are right -- CAR should be there! So, I will now check with the Ethnologue webmaster to see why it is not there.

Problem solved! In the current edition, Sere [swf] does not show up because it has only 28 speakers and its status is listed as "unestablished" (Immigrant). We do not publish immigrant languages with only 28 speakers. Soon after publication last year, someone noticed its (wrong) status, and it was changed to "indigenous" in the database. So, Sere in CAR will be in the coming edition.
